Access Service Coordination-Exchange Company (ASC-EC) - V8.0
The Access Service Coordination-Exchange Company (ASC-EC) process identifies the responsibilities of each Access Provider (AP) when jointly providing access service. Arrangements are established on a LATA wide basis and are negotiated between APs. The Access Customer (AC) will identify the AP responsible for over-all coordination of an access order.
Brightspeed is usually the ASC-EC unless the exception identified below exists:

Brightspeed will not be the ASC-EC for private line DS0 between Alexandria and St. Cloud, MN when AT&T is the AC. Also Brightspeed will not be the ASC-EC when the circuit is provisioned between AT&T's ACTL/POI/COLLO at Owatonna and the access tandem at Mankato. This exception for AT&T applies to the following NPA/NXX's:
