What is the Wholesale: Systems Transformation?

 
  • Following the close of our transaction in October 2022, Brightspeed communicated that for a period not to exceed two years, we would operate on a replicated version of existing OSS infrastructure under Transitional Services Agreements (TSA) with Lumen. It has always been a part of our transformation plan to migrate to systems that are purpose built for Brightspeed to simplify our customer experience, optimize our solution support, and modernize our approach to technology.

How will these changes be communicated to customers?

 
  • Launched in September 2023, Brightspeed built a new web page that contains updates around our Wholesale: Systems Transformation. The web page provides insights on the changes as they are planned and implemented throughout the process. Our team will also be conducting several Wholesale Customer Forums to present opportunities for open communications with you, about these transitions.

Is there an update as it relates to the Systems Transformation schedule?

 
  • Brightspeed recently completed Phase One of the system transition in July 2025. Brightspeed plans on completing Phase 2 by February 21, 2026. 
  • Through continued communication, we will partner on these updates to implement a plan that leads to a seamless transition. We began releasing information about the transition in October 2023 and will continue to communicate important updates and milestones until the migration is complete. 
  • These updates are available on the web page, sent via Wholesale Communication and will be covered periodically with your account team.

What are the different phases of migration?

 
  • The IT Transformation will happen in two primary phases: (1) Local Service Request (LSR) Migration, (2) ASR Migration. Phase One (LSR) is now complete and Brightspeed has begun working on Phase 2 (ASR).

What is Phase Two in the IT Transformation?

 
  • Phase Two of the IT Transformation will be focused on the Access Service Request (ASR) Migration. This  is planned for multiple releases with CABS Billing and Trouble Administration and Maintenance (TAM) having been completed and live since Oct 1, 2025.  The migration to Neustar for ASR ordering is planned for February 21, 2026.

What states are impacted by Phase 2?

What systems will be changing in the Phase Two Migration?

 
  • Brightspeed migrated from the Repair system hosted by Lumen to  Neustar’s Universal Order Connect (UOC) for Trouble Administration and Maintenance (TAM) on October 1, 2025.
  • Brightspeed's billing vendor, CDG, began hosting the Carrier Access Billing System (CABS) on October 1, 2025.  
  • Ease ASR VFO will migrate to TransUnion/Neustar’s Universal Order Connect (UOC) beginning February 21, 2026.

Will there be a moratorium/embargo window surrounding each cutover conversion?

The migration to Neustar for ASR will result in ordering restrictions for a limited time. The timeframe and impacts are outlined below:
  • Due Dates: ASRs may not have a due date between February 21 and March 8, 2026.
  • ASRs may be submitted into Neustar UOC during the restricted time period, but must have a due date of March 9, 2026 or later. 
  • Firm Order Commitments (FOCs) will be delayed from February 21 to March 2, 2026.

  • The API User Guides and Technical Specifications have been added to the Wholesale Transformation web page on the UOC page.
  • For carriers that require new access to the Neustar environment, a connectivity form will be needed to collect the necessary information to establish access. This Connectivity form has been uploaded to the UOC page. Customers can proceed with completing their Connectivity forms at this time.

  • Effective October 1, 2025, existing carriers who have utilized the existing Brightspeed Repair system hosted by Lumen will begin using Neustar’s Universal Order Connect (UOC) for Trouble Administration and Maintenance (TAM).
